Our Billing Platform team underpins the entire monetization engine - handling advertiser invoicing, payments, tax compliance, and financial integrations at global scale.
We are seeking a Principal Technical Program Manager (TPM) to lead execution across our Advertising Billing Platform. This role spans the end-to-end billing lifecycle - from pricing and billing generation through invoicing, payments, reconciliation, and financial reporting - ensuring accuracy, compliance, and scalability across markets and advertiser segments.
You will partner closely with Product, Engineering, Finance, Tax, and Operations teams to deliver mission-critical systems that directly impact revenue, customer trust, and regulatory compliance. Microsoft’s mission is to empower every person and every organization on the planet to achieve more.

Responsibilities Drive Billing Platform execution: Create and translate PRDs into clear plans, manage dependencies, and deliver across billing, invoicing, payments, and financial integrations. Own end-to-end billing delivery: Ensure reliability across pricing → billing → invoicing → payments → reconciliation, including complex scenarios like rebilling and payment flows.
Ensure global compliance & scale: Partner with Finance, Tax, and Legal to deliver compliant, localized billing systems and support new markets and business models. Manage cross-system dependencies: Coordinate across Ads platform, payments systems, and finance integrations to unblock delivery and align timelines.
Lead program execution & communication: Drive planning, risk management, and exec-level reporting with clear ownership and no-surprise delivery. Measure business impact: Track revenue, billing accuracy, payment success, and support reduction; use data to guide prioritization.
Qualifications Required Qualifications: Bachelor's Degree AND 6+ years experience in engineering, product/technical program management, or product development OR equivalent experience. 3+ years of experience managing cross-functional and/or cross-team projects
Preferred Qualifications
- Bachelor's Degree AND 12+ years experience engineering, product/technical program management, data analysis
- product development OR equivalent experience. 10+ years of technical program or project management experience delivering large-scale systems.
- Experience in billing, payments, fintech, or financial systems (invoicing, tax, reconciliation).
- Experience working closely with Engineering and Product in complex distributed systems including an understanding system architecture.
- Experience driving execution across multiple teams and system dependencies.
- Experience in risk management, planning, and end-to-end release delivery.
- Experience communicating effectively at all levels, including executive audiences.
- Background in advertising or marketplace platforms.
- Familiarity with: Financial integrations (SAP, tax engines, invoicing systems).
- Payment systems and risk/fraud workflows.
- APIs, data pipelines, and service health concepts.
- Experience driving globally compliant systems across multiple markets. #MicrosoftAI Technical Program Management IC5 - The typical base pay range for this role across the U.S. is USD $142,800 - $274,800 per year.
- There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area
- the base pay range for this role in those locations is USD $188,000 - $304,200 per year.
