Job Title: Technical Engineer Manager - SME Job Category: Information Technology Time Type: Full time Minimum Clearance Required to Start: Secret Employee Type: Regular-Long Term Assignment Percentage of Travel Required: Up to 10% Type of Travel: Local * * * The Opportunity: The Engineering Project Manager supports the EUCOM Chief Engineer in planning, coordinating, tracking, and administering IT initiatives across USEUCOM.

This position serves as the administrative backbone of the engineering department, ensuring projects are properly scoped, estimated, documented, funded, tracked, and reported. The Engineering Project Manager works closely with engineers, architects, project managers, operations personnel, and government stakeholders to transform technical requirements into actionable project plans and resource estimates.

The position is responsible for coordinating engineering activities, developing Rough Order of Magnitude (ROM) estimates, maintaining engineering documentation, and producing executive-level reporting. This role is not expected to perform hands-on engineering but must possess sufficient technical understanding to communicate effectively with engineering teams and translate technical efforts into programmatic and financial impacts.

Responsibilities: - Support the Chief Engineer in managing the engineering project portfolio. - Maintain visibility of all active, planned, and proposed engineering initiatives. - Track project schedules, milestones, dependencies, and risks. - Monitor engineering workload, resource allocation, and capacity planning. - Assist in prioritization of engineering efforts based on mission needs and strategic objectives. - Cost Estimation & ROM Development, Develop Rough Order of Magnitude (ROM) estimates for engineering projects, technical refresh efforts, modernization initiatives, and infrastructure improvements. - Project Planning & Administration; work with project managers to develop project charters, plans, schedules, and roadmaps. -Maintain project repositories and engineering documentation. - Ensure projects follow established architecture, cybersecurity, and engineering standards

Qualifications

  • Required: - MS /BA/BS in Engineering, Information Technology, Computer Science, Business Management, Project Management
  • related discipline + 5 years recent specialized OR AA/AS + 7 years recent specialized OR a major cert + 9 years recent specialized OR 11 years of recent specialized experience. - Have an active Secret clearance with the ability to obtain and maintain an active TS/SCI Clearance - Must possess Appropriate DCWF certification(s) IAW DoD 8140 - Must possess proven experience working in a complex technology-driven enterprise solutions/systems implementation environment and Understanding of engineering lifecycle management principles. - Demonstrated financial acumen, Ability to develop ROMs, cost estimates, budget forecasts
  • resource projections. - Strong Ability to translate technical requirements into project plans and cost estimates. - Familiarity with Agile, SAFe
  • traditional project management methodologies.
  • Desired: - Experience working in a 3-4 star level military/joint command or similar type organization.
  • Experience with Joint Operational Planning at Action Officer-level or above is a plus. - Knowledge of cloud modernization, enterprise infrastructure, cybersecurity
  • network engineering. - Experience supporting technical review boards or architecture governance processes. - PMP, PgMP, PMI-ACP, SAFe, ITIL
