- Job Title: Senior Project Manager, Site Lead Travel: Local * * * The Opportunity: CACI is seeking a highly experienced Senior Project Manager (Site Lead). The Senior Project Manager (Site Lead) serves as the senior on-site operational leader, responsible for planning, coordinating, integrating
- executing all activities at an assigned site. Site Lead provides day-to-day leadership for a multidisciplinary workforce supporting logistics services, reception, staging, onward movement
- integration (RSOI), joint theater distribution center (JTDC) operations, facilities and infrastructure support, platform solutions, knowledge management, security services, training
- emergent operations activities. The Site Lead serves as the primary government-facing representative at the site level and is responsible for ensuring all operational activities are synchronized with mission partner priorities, theater campaign objectives
- program performance requirements. The Site Lead directly supervises functional Cell Leads and oversees a workforce supporting multiple mission partners including:
- SOCPAC
- 8th TSC
- PACAF
- PACFLEET
- MARFORPAC
- INDOPACOM Supporting Organizations The Site Lead ensures operational readiness, mission execution, workforce management, customer satisfaction, and contract performance across all assigned site operations
Responsibilities
- Site Operations Leadership Serve as the senior CACI representative and operational lead at the assigned site.
- Direct day-to-day execution of all site operations supporting mission partner requirements.
- Lead integrated planning, execution, reporting, and operational oversight activities.
- Ensure compliance with contractual performance objectives, service level requirements, and operational standards.
- Maintain overall responsibility for workforce performance, operational effectiveness, and customer satisfaction.
- Lead site operational reviews, synchronization meetings, and execution management forums.
- Coordinate directly with the Program Manager, Functional Group Leads, Mission Partner Advocates, and Mission Integration and Operations Cell (MIOC).
- Workforce Management & Supervision Provide direct supervision of all Site Cell Leads.
- Manage workforce planning, staffing, performance management, training, and professional development activities.
- Ensure adequate staffing levels are maintained to support operational requirements.
- Establish performance expectations and accountability measures across all functional areas.
- Foster collaboration among logistics, infrastructure, platform, security, training, and knowledge management personnel.
- Support recruitment, retention, onboarding, and workforce readiness initiatives.
- Operational Execution & Mission Integration Synchronize execution of all Task 2, Task 3, and Task 4 activities at the assigned location.
- Integrate logistics operations, distribution management, supply chain activities, facilities support, and platform operations.
- Ensure site operations remain aligned with mission partner priorities and theater campaign objectives.
- Support operational planning efforts, mission rehearsals, exercises, and contingency operations.
- Monitor mission execution and implement corrective actions when required.
- Logistics & Distribution Operations Oversee JTDC operations, supply chain management, theater distribution activities, and RSOI execution.
- Monitor asset visibility, inventory accountability, transportation coordination, and sustainment operations.
- Ensure effective management of warehousing, storage, distribution, customs, and transportation functions.
- Support contested logistics operations and distributed sustainment activities.
- Coordinate operational support for air, maritime, and ground transportation requirements.
- Ensure accountability and visibility of government-furnished equipment and contractor-managed assets.
- Facilities & Infrastructure Management Direct execution of facility planning, infrastructure development, sustainment, and lifecycle management activities.
- Oversee facility operations, utilities management, maintenance services, environmental compliance, and infrastructure resilience initiatives.
- Support survivability, redundancy, and operational continuity planning.
- Platform Solutions & Technical Operations Oversee execution of logistics platform support activities across air, maritime, ground, cyber, and emerging technology domains.
- Coordinate integration of contractor-owned, government-owned, and hybrid logistics platforms.
- Support fielding, sustainment, maintenance, and operational readiness of assigned systems and platforms.
- Ensure compliance with cybersecurity, COMSEC, RMF, and operational security requirements.
- Knowledge Management & Reporting Support development of operational dashboards, readiness metrics, and performance measures.
- Monitor site-level operational performance and provide executive reporting.
- Ensure accurate reporting of contract deliverables, operational status, and mission effectiveness measures.
- Support continuous process improvement initiatives and innovation efforts.
- Leverage knowledge management systems, data analytics, and operational collaboration tools to improve decision-making.
- Security, Safety & Compliance Ensure compliance with all safety, security, environmental, SOFA, host nation, and regulatory requirements.
- Coordinate security operations supporting SCIF facilities, physical security, personnel security, and information protection requirements.
- Monitor risk management activities and implement mitigation measures.
- Ensure compliance with applicable federal, DoD, and Combatant Command regulations.
- Exercise, Contingency & Crisis Response Operations Support operational planning and execution during exercises, campaigns, humanitarian assistance missions, and contingency operations.
- Coordinate site-level crisis response activities and surge operations.
- Support activation of expeditionary logistics capabilities, contingency basing, and emergency response operations.
- Coordinate with the MIOC during emergent operational events and crisis response activities.
- Maintain site readiness to support rapid mission expansion and surge requirements.
- Stakeholder Engagement Serve as the primary site-level liaison between government leadership and the workforce.
- Build and maintain relationships with Combatant Commands, Service Components, Special Operations Forces, coalition partners, and host nation organizations.
- Support executive briefings, customer engagements, and operational reviews.
- Ensure government customers remain informed regarding site operations, risks, opportunities, and mission performance
Qualifications
- Required: Active TS clearance with SCI eligibility Bachelor’s Degree in Operations Management, Business Administration, Logistics, Supply Chain Management, Engineering, Military Science, National Security Studies, or related field.
- Relevant military or government operational experience may be substituted for formal education requirements.
- Minimum 12 years of program management, logistics, operations management, military planning, or enterprise support experience.
- Minimum 8 years supporting Joint, Combatant Command, Service Component, Special Operations, or Theater-level organizations.
- Minimum 5 years leading large multidisciplinary teams supporting government programs.
- Experience managing geographically dispersed operations and multiple functional organizations.
- Experience overseeing logistics, infrastructure, facilities, sustainment, or operational support activities.
- Experience managing workforce performance, operational execution, and customer relationships.
- Demonstrated ability to brief and advise senior military and government leaders.
- Experience supporting contingency operations, exercises, crisis response, or theater-level operations.
- Desired: Master’s Degree in Operations Management, Business Administration, Logistics, National Security Studies, Engineering, Strategic Studies, or related discipline.
- Prior experience supporting SOCPAC, USSOCOM, INDOPACOM, PACAF, PACFLEET, MARFORPAC, USARPAC, 8th TSC, Joint Staff, or Geographic Combatant Commands.
- Experience serving as a Site Manager, Program Manager, Deputy Program Manager, Installation Manager, Logistics Director, Operations Officer, or Senior Military Leader.
- Experience supporting JTDC operations, RSOI activities, supply chain management, contested logistics, or expeditionary sustainment operations.
- Experience supporting Agile Combat Employment (ACE), Expeditionary Advanced Base Operations (EABO), Distributed Maritime Operations (DMO), or Joint Logistics Over-the-Shore (JLOTS).
- Experience managing overseas operations and host nation engagements.
- E xperience utilizing C2IE, GCCS-J, JOPES, SharePoint, Power BI, SAP/ERP systems, logistics information systems, or similar operational tools.
- PMP, PgMP, Lean Six Sigma, DAWIA, JPME, or equivalent professional certifications preferred.
- This position is contingent on funding and may not be filled immediately.

- Pay Range : There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
