Procurement Agent (Multi Level) Company: The Boeing Company Boeing Defense, Space & Security (BDS) has an exciting opportunity for a Experienced or Senior Procurement Agent to join our dynamic team in Oklahoma City, Oklahoma . The Level 3 or 4 Procurement Agent is a senior, independent procurement professional responsible for managing complex procurement packages for the E7 program, including both Commercial and government-subject efforts (TINA/FAR).

This role leads end-to-end sourcing for medium-to-high complexity buys, performs cost/price analysis, negotiates contractual terms, ensures regulatory compliance, and partners cross-functionally to deliver schedule and cost objectives. The PA acts with a high degree of autonomy, mentors junior staff, and drives continuous improvement across procurement processes.

Key Responsibilities Level 3 Procurement Agent Lead full life-cycle procurement for complex packages (material, components, services, tooling), including solicitation strategy, proposal evaluation, negotiation, award, and contract closeout.

Execute government-subject procurements in accordance with TINA, FAR, DFARS, and applicable customer flow-downs: prepare/coordinate certified cost or pricing data, support audits, and respond to government inquiries. Conduct robust cost and price analyses, develop negotiation position(s), and document rationale and negotiation results to meet compliance and audit requirements.

Negotiate commercial contracts and terms with suppliers to achieve best overall value while mitigating risk (lead time, quality, warranty, intellectual property, indemnity). Manage suppliers for performance, risk mitigation, and corrective action: lead supplier performance reviews, develop corrective action plans, and escalate unresolved technical or quality issues to program leadership.

Serve as the primary procurement lead for cross-functional complex procurements; coordinate engineering, quality, finance, planning, and program management to align requirements, schedules, and acceptance criteria. Prepare and maintain procurement documentation (negotiation files, certified cost or pricing data submissions, SOWs, change orders) to support audits and program traceability.

Identify and drive sourcing strategies, alternative supplier options, and risk mitigation plans (dual sourcing, safety stock, long-lead buys). Mentor and provide subject-matter guidance to Level 1–2 procurement staff; review complex actions and support escalation and training.

Lead or participate in continuous improvement initiatives to optimize procurement processes, reduce cycle time, and improve data quality and supplier performance. The Level 4 Procurement Agent is a senior procurement leader responsible for overseeing complex procurement portfolios for the E7 program while primarily focusing on team mentorship, training, and governance of procurement activities.

This role provides expert guidance on government-subject (TINA/FAR/DFARS) and commercial procurements, ensures compliance and audit readiness, drives process standardization, and develops the capability of procurement team members through coaching, formal training, and operational oversight.

The PA operates with significant autonomy, influences cross-functional stakeholders, and elevates team performance and program outcomes. Key Responsibilities Level 4 Procurement Agent Provide technical and leadership oversight for complex procurement packages including solicitation strategy, certified cost or pricing data coordination, proposal evaluation, negotiation strategy, award, and contract closeout.

Ensure program compliance with TINA, FAR, DFARS, and customer flow-downs; lead preparation and review of certified cost or pricing data submissions, audit responses, and government inquiries. Serve as a mentor and trainer for Level 1–3 procurement agents: design and deliver training curricula (e.g., cost/price analysis, negotiation, and TINA compliance), and conduct on-the-job coaching.

Establish and enforce procurement standards, templates, and best practices (negotiation files, SOWs, PO requirements, certified data packages) to ensure consistency, auditability, and reduced rework across the team. Lead or support complex negotiations (commercial and government), setting negotiation strategy, reviewing positions, and participating in high-risk discussions with suppliers and program leadership.

Oversee supplier performance and risk management strategies: guide corrective actions, approve high-impact mitigation plans, and support supplier development or transition strategies (dual sourcing, long-lead strategies). Drive continuous improvement and knowledge-sharing: identify process gaps, lead improvement initiatives, implement lessons learned, and measure impact on cycle time, cost, and data quality.

Act as escalation point for non-routine or high-impact procurement issues; present options and recommended actions to program and functional leadership. Position Responsibilities – Experienced Level 3 : Integrates program, customer, product and in-service strategies into source selection, negotiation and contracting strategies Negotiates pricing and contract terms and conditions Prepares and executes negotiated contractual documents and binding agreements Conducts risk, issues and opportunities management Manages supply and demand, schedules, supplier quality, delivery and financial performance Initiates and executes supplier improvement activities and integrates results into contracting strategies Position Responsibilities - Senior Level 4 : Provides oversight and management of supply and demand, schedules, supplier quality, delivery and financial performance Leads negotiation of pricing and contract terms and conditions Prepares and executes negotiation strategies resulting in contractual documents and binding agreements Interprets and enforces contract terms and conditions Consults with external customers to resolve supplier performance issues Leads supplier performance teams to develop strategic supplier solutions across programs and commodities Participates on supply chain process improvement teams and identifies improvement opportunities for potential integration into supplier contract strategies This position is expected to be 100% onsite.

The selected candidate will be required to work onsite at one of the listed location options. Shift: This position is for 1st shift. This position must meet export control compliance requirements. To meet export control compliance requirements, a “U.S.

Person” as defined by 22 C.F.R. §120.15 is required. “U.S. Person” includes U.S. Citizen, lawful permanent resident, refugee, or asylee. Basic Qualifications Level 3 Procurement Agent 6+ years of procurement/purchasing experience supporting aerospace, defense, or highly regulated manufacturing programs; experience on complex program(s) preferred.

Demonstrated experience managing government-subject procurements, including practical knowledge of TINA, FAR/DFARS clauses, certified cost or pricing data, and audit processes. Strong cost/price analysis and negotiation skills with documented negotiation wins and cost avoidance / savings results.

Proficiency with ERP/procurement systems (e.g., SAP, Oracle), Microsoft Excel (pivot tables, VLOOKUP), and experience preparing procurement metrics and supplier scorecards. Proven ability to handle complex multi-stakeholder procurements independently and to meet aggressive schedule and cost targets.

Excellent written and verbal communication; ability to present negotiation rationale, risks, and recommendations to program leads and senior management. Preferred Qualifications (Desired Skills/Experience): Bachelor’s degree or higher Experienced Level 3: More than 3 years of related work experience or an equivalent combination of education and experience Basic Qualifications Level 4 Procurement Agent: 10+ years of procurement experience supporting aerospace, defense, or highly regulated manufacturing programs, with demonstrated leadership/mentorship responsibilities.

Deep working knowledge and hands-on experience with TINA, FAR/DFARS clauses, certified cost or pricing data, and government audit processes. Proven track record managing complex procurements independently and providing technical oversight to others.

Strong cost/price analysis, negotiation, and contract strategy skills with documented results (cost avoidance, savings, risk mitigation). Experience developing and delivering training content and coaching procurement staff; demonstrated success improving team performance metrics.

Proficiency with ERP/procurement systems (e.g., SAP, Oracle), Microsoft Excel (advanced), and procurement analytics tools. Excellent written and verbal communication skills; ability to present to senior leadership and influence cross-functional stakeholders.

Preferred Qualifications (Desired Skills/Experience): Bachelor’s Degree Senior Level 4: More than 5 years of related work experience or an equivalent combination of education and experience Typical Education/Experience: Experienced Level 3 : Typically 6 or more years’ related work experience or relevant military experience.

Advanced degree (e.g. Bachelor, Master, etc.) preferred, but not required. Senior Level 4 : Typically 10 or more years’ related work experience or relevant military experience. Advanced degree (e.g. Bachelor, Master, etc.) preferred, but not required.
