This position supports the Contracting Functional Team within, Advanced Battle Management Systems (ABMS) Division under the Department of the Air Force Command, Contral, Communications, and Battle Management Portfolio Acquisition Executive.
In this role, you will bridge the gap between complex technical requirements and legally binding procurement documents. You will partner with Subject Matter Experts (SMEs), Program Managers, and Contracting Officers to draft, edit, and refine critical acquisition artifacts, ensuring full compliance with federal regulations while mitigating protest risks through clear, unambiguous language
Key Responsibilities
- Pre-Award Documentation: Draft, edit, and format foundational procurement documents including Statements of Work (SOW), Performance Work Statements (PWS), and Statements of Objectives (SOO).
- Justification & Strategy: Assist in synthesizing market data into comprehensive Market Research Reports and draft legally sound Justifications & Approvals (J&As) and Determinations & Findings (D&Fs).
- Source Selection Support: Prepare Fair Opportunity Decision Documents (FODDs) and source selection evaluation criteria, maintaining strict adherence to objective, fact-based reporting and proper formatting for potential redaction.
- Translation & Clarity: Interview engineering and IT SMEs to translate highly complex technical jargon into clear, actionable, and measurable performance standards suitable for industry bidders.
- Quality Control: Perform rigorous peer reviews to eliminate ambiguous language (e.g., “as needed,” “timely”), enforce active voice (e.g., proper use of “shall” vs. “will”)
- ensure terminology is consistent across the entire solicitation package.
- Work Environment: Location: On-site Travel Requirements: Minimal 0-20% Working Hours: Standard – Core hours 0900 - 1500 Qualifications: Required: : Bachelor’s Degree in English, Technical Writing, Communications, Journalism, Business Administration
- a related technical field (e.g., Computer Science, Engineering) with 5+ years’ experience Active Secret Clearance with Top Secret eligibility Regulatory Knowledge : Demonstrated working knowledge of the Federal Acquisition Regulation (FAR) and agency supplements (e.g., DFARS).
- Ability to map document structures directly to regulatory requirements.
- Writing & Editing: Mastery of Bottom Line Up Front (BLUF) writing principles.
- Exceptional ability to convert passive, weak sentence structures into active, directive contractual language.
- Performance-Based Expertise: Proven experience developing Measurable Performance Standards, Acceptable Quality Levels (AQLs), and Performance Requirements Summaries (PRS) for PWS development.
- Analytical & Structural Skills: Strong proficiency in managing complex document hierarchies, multi-level numbering systems (e.g., Work Breakdown Structures), and synthesizing large volumes of technical data.
- Systems Familiarity: Basic understanding of federal procurement support systems and internal control workflows, such as the Purchase Card Online System (PCOLS).
- Desired: Education: Masters Degree in English, Technical Writing, Communications, Journalism, Business Administration, or a related technical field (e.g., Computer Science, Engineering) with 3+ years’ experience.
- Clearance Level: Active DoD Top Secret security clearance Certifications: DAWIA (Defense Acquisition Workforce Improvement Act) certification in Contracting or Program Management
- equivalent commercial certifications (e.g., NCMA CFCM).
- Domain Experience: Prior experience writing acquisition documents specifically for IT modernization, systems engineering, or defense platforms.
