They support the development/execution of proposal compliance strategies

  • and plans, facilitates, and executes color team reviews. This role partners with proposal and review teams to ensure proposals meet all instructions and evaluation standards. The role requires strong analytical judgment, meticulous attention to detail, and the ability to coach teams through compliance audits and reviews. Responsibilities:
  • Lead Compliance Reviews across proposals of varying size and complexity, ensuring adherence to RFP, TOR, or customer requirements
  • Interpret government instructions/evaluation criteria and translate them into actionable compliance matrices and review guidance
  • Coordinate with and provide compliance coaching and consultation to proposal teams, including providing guidance on aligning content with instructions and evaluation criteria and developing strategies to minimize compliance risk
  • Develop or refine compliance tools and templates to strengthen Proposal Operations compliance and review processes
  • Assess proposal artifacts for cross volume compliance, consistency, and traceability
  • Track compliance risks, identify gaps, and clearly communicate mitigation steps
  • Participate in readiness reviews, color team reviews, and validation exercises leading up to proposal submission
  • Serve as a senior compliance advisor within the organization and provide mentorship to reviewers
  • Lead Color Team Reviews, including planning, scheduling, developing reviewer packages, communicating instructions, and managing logistics
  • Facilitate review sessions, ensuring reviewers understand evaluation criteria, scoring considerations, and areas of focus for each volume
  • Develop tailored review guidance, score sheets, scoring rubrics, and evaluation frameworks to support consistent and actionable reviewer feedback
  • Analyze reviewer feedback for clarity, accuracy, and alignment with evaluation standards, consolidating comments into guidance for proposal teams.
  • Facilitate debriefs and draft post-review reports summarizing review findings and prioritizing corrective actions for executive leaders
  • Apply best practices in color team facilitation, including leading reviewers, setting expectations, and moderating reviewer feedback
  • Maintain and enhance standard methodologies for color team execution, including templates, training materials, and process documentation Qualifications: Required:
  • Bachelor’s degree
  • Minimum 5–7 years of experience in proposals, compliance review, color team review execution, technical writing, quality review, or related federal contracting roles
  • Expertise interpreting federal RFPs, RFIs, TORs, CSOs, etc. for large, strategic opportunities (e.g., $500M+ bids)
  • Strong ability to convert requirements into structured matrices and review frameworks.
  • Experience leading or facilitating federal proposal reviews IAW Shipley and/or APMP standards, including developing mock evaluation forms based on solicitations, coordinating reviewers, and synthesizing evaluation input
  • Excellent writing and editing skills with mastery of grammar, clarity, and proposal style writing.
  • Ability to guide proposal teams and review teams through compliance or structural corrections with tact and efficiency
  • Advanced proficiency in MS Word and PDF tools (formatting, styles, track changes, annotation).
  • Strong organizational and cross functional communication skills Desired:

  • Experience developing internal compliance or color review frameworks, reviewer reviewer instructions, or standard operating procedures.
