Job Summary: This role works in CareLinx, Sharecare’s non-clinical home care business. CareLinx connects individuals and families with professional caregivers who provide personal care, companion care, and support with the activities of daily living in the home, and it partners with health plans and providers to extend care beyond the clinical setting.
The Director, State Licensure and Home Care Compliance owns CareLinx’s multi-state licensure and regulatory compliance program for non-clinical home care operations. This role sets the strategy and operating model for entering, maintaining, and scaling compliant operations across states, and serves as the single point of accountability for licensure readiness and regulatory posture.
The Director is the internal subject matter expert on state operating requirements, leads the licensure team, and manages relationships with external regulatory counsel and consultants. The role operates through Sharecare’s PMO and works cross-functionally with legal, operations, HR, recruiting, training, and program leadership.
Essential Job Functions: Program ownership and strategy Own the multi-state licensure and compliance program end to end, including strategy, roadmap, and prioritization of state entry based on regulatory complexity, business need, timing, and feasibility Serve as the single source of truth for licensure status, deadlines, ownership, and open compliance risks Provide clear guidance to leadership on readiness, risk, and requirements for new state expansion or service changes Define the operating model, controls, and reporting that keep the program diligence-ready State licensure and regulatory oversight Direct the identification and management of all state licensure, registration, certification, and renewal requirements for non-clinical home care operations Maintain a current state-by-state inventory of regulatory requirements, application status, renewal timelines, and operational obligations Oversee preparation, submission, and tracking of applications, renewals, amendments, and required filings Research and monitor certificate of need requirements, moratoriums, exemptions, and other barriers to entry by state Serve as the internal subject matter expert on operating requirements for non-clinical home care, personal care, and in-person service delivery Policy, procedure, and readiness Direct development and maintenance of the policies and procedures required for compliant operations across states, coordinating external regulatory consultants Translate state-specific requirements into operational processes, workflows, controls, and documentation standards Identify gaps in policies, procedures, or practices and lead remediation Oversee readiness for audits, inspections, surveys, and transaction diligence, including evidence management and mock reviews Administrator, staffing, and workforce compliance Oversee state-specific requirements for administrators, alternate administrators, supervisors, and other required operational roles Partner with HR, recruiting, and operations so required qualifications, documentation, appointments, and transitions are managed and staffing changes do not create licensure risk Oversee state-specific training, education, and workforce compliance, maintaining a state-by-state matrix of caregiver, administrator, and supervisory standards Team and cross-functional leadership Lead and develop the licensure team, beginning with the Licensing Associate, setting priorities, standards, and accountability Serve as the primary compliance lead across a matrixed environment including legal, HR, operations, PMO, training, recruiting, and clinical leadership Manage external counsel and regulatory consultant relationships, scope, and spend Communicate compliance requirements, risks, and recommendations clearly to senior leadership and stakeholders Qualifications: Required Bachelor’s degree in healthcare administration, business, public health, compliance, regulatory affairs, or a related field Seven or more years in healthcare compliance, regulatory operations, or licensure, including direct experience managing multi-state licensure or regulatory compliance programs Experience interpreting state regulations and translating requirements into operational action Experience developing policies, procedures, controls, and compliance tracking systems Experience leading people or programs and driving accountability across cross-functional partners without direct authority Strong written and verbal communication, including with senior leadership Sound risk identification, problem solving, and escalation judgment Preferred Experience in non-clinical home care, personal care, private duty, or in-home service models Experience supporting multi-state expansion and regulatory readiness for a transaction or diligence process Familiarity with certificate of need requirements, moratoriums, and administrator qualification standards Experience in a high-growth or matrixed healthcare services organization Compliance or regulatory certification Sharecare and its subsidiaries are Equal Opportunity Employers and E-Verify users.
