Role Summary The Director, Software Engineering will lead the strategy, build, and operationalization of a GCC-based Technical Services Engineering organization (USE-T GCC) , enabling scalable, high-quality, and cost-efficient service delivery across USE-T.
This role owns the end-to-end engineering services horizontal , spanning DevOps, Quality Engineering (QE), Production Support, and Solution Architecture. The leader will drive transformation of the operating model into a service-oriented, AI-enabled, and outcome-driven organization , accelerating the GCC’s evolution from capacity hub to a strategic delivery engine for USE-T .
Key Responsibilities 1. GCC Technical Services Engineering Leadership Build, scale, and lead a multi-functional engineering horizontal encompassing: DevOps & Release Engineering Quality Engineering / Test Automation Production & Application Support Solution Architecture Define and implement a shared services operating model with standardized processes, tooling, and governance Establish clear service boundaries, ownership, and accountability models across GCC and US teams Develop a comprehensive service catalog , intake model, and SLA/SLO frameworks to drive consistency and transparency 2.
GCC Enablement & Enterprise Execution (USE-T) Lead execution of the enterprise GCC enablement strategy , in close partnership with US stakeholders Drive transition from staff augmentation to outcome- and service-based delivery , increasing GCC ownership of critical services Ensure alignment with enterprise operating model, governance frameworks, and delivery expectations Define and institutionalize onshore–offshore accountability, decision rights, and engagement models 3.
Service Operationalization & Engineering Excellence Own end-to-end operational performance of engineering services across all disciplines Standardize workflows, processes, and metrics to deliver: Reliability and stability Predictability and throughput Cost optimization and efficiency Elevate production support maturity by strengthening: L2/L3 capabilities Incident, problem, and change/release management practices Enable a scalable shared services model supporting multiple Lines of Business with consistent quality 4.
AI-Driven Engineering Transformation Define and execute an AI-led transformation strategy across engineering services Drive adoption of AI and automation to improve velocity, quality, and cost across: DevOps (intelligent CI/CD and pipeline optimization) QE (automation-first and predictive quality) Production Support (AIOps and self-healing capabilities) Architecture (AI-assisted design and decision frameworks) Establish AI governance, tooling standards, and enterprise adoption roadmap Deliver measurable shift to a hybrid human + AI delivery model 5.
Talent & Organization Build-Out Build and lead a high-performing, multi-level leadership organization ( Sr. Managers, Functional Leads and Technical Leads) Define and execute GCC hiring and workforce strategy focused on critical engineering and architecture capabilities Improve talent mix by reducing vendor dependency and strengthening core enterprise ownership Develop a sustainable leadership pipeline and succession bench aligned to the long-term GCC model 6.
Executive Stakeholder Engagement & Governance Serve as the single point of accountability for Technical Services delivery from GCC Partner with US-based Engineering, Product, and Business leaders to align on priorities and outcomes Provide executive-level reporting, insights, and decision support on performance, risks, and optimization opportunities Influence enterprise decisions related to operating model evolution, investments, and GCC expansion Qualifications & Experience 18+ years of experience in software engineering, platform engineering, or technical services leadership Proven track record leading large-scale, global engineering or shared services organizations Deep expertise across: DevOps / SRE Quality Engineering Production Support / ITIL practices Enterprise / Solution Architecture Experience building, scaling, or transforming GCC / offshore delivery models (India preferred) Demonstrated success in enterprise transformation and AI-led engineering initiatives Strong executive presence with ability to influence senior stakeholders across global teams Confidential, unpublished property of The Cigna Group.
