Army Combat Capabilities Development Command (DEVCOM) C5ISR Center. As a Journeyman Manager, you are a mid-career professional with significant experience who can operate independently, managing complex tasks and teams. This position requires a skilled manager who can plan, direct, and coordinate operations across multiple departments and locations, formulate policies, manage daily operations, and plan the use of materials and human resources supporting critical national security missions and multi-domain operations.

Responsibilities
Plan, direct, and coordinate operations of the MSSE program across multiple departments and geographically distributed locations Plan and optimize the use of materials and human resources to support mission objectives across diverse functional areas Manage through subordinate supervisors to ensure effective program execution where applicable Provide program management support and administration for individual Technical Direction Letters (TDLs) and Task Orders Coordinate with ESI Directorate on facilities, security, safety, visit requests, building access, property transfers, cybersecurity, lab management, and material purchasing Support the preparation and delivery of Technical Direction Management Plans (TDMPs) ensuring contractor support is effectively integrated Monitor and support cost, schedule, and performance tracking across multiple mission areas Support Work Breakdown Structure (WBS) management and Government Furnished Property (GFP) coordination Support compliance with Government Property management per FAR 52.245-1 Assist in cost performance management activities including eCRAFT Enterprise utilization and financial tracking Support preparation of monthly status reports, quarterly program reviews, and action item tracking Support Quality Control (QC) program implementation to maintain service standards per PWS requirements Qualifications
Required
- Bachelor's degree in Business Administration, Management
- technical field (Computer, Electrical, Mechanical Engineering, Architecture, Chemistry, Mathematics, Operations Research, Physics and all other engineering majors), Environmental Engineering, Architectural, Civil, Meteorology/ Atmospheric Sciences. 3 years’ experience or, 5 years relevant experience in lieu of degree.
- Active TS/SCI clearance Desired: Master's degree (MBA, MPA
- technical advanced degree) Experience with Army or DoD modeling and simulation programs Familiarity with systems engineering principles and Model-Based Systems Engineering (MBSE) Experience supporting C5ISR or DEVCOM programs Project Management Professional (PMP) certification Experience with Live, Virtual, Constructive (LVC) environments Knowledge of Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement - What You Can Expect: A culture of integrity.
