The Technical Product Manager – Quote to Install is responsible for driving product strategy, roadmap execution, feature delivery, and overall product success to enable a best-in-class end-to-end implementation experience.
This role owns and prioritizes the product backlog, manages technical and functional product health, and ensures delivery outcomes align with business objectives and modernization goals. As an individual contributor, this role leads cross-functional product teams by partnering with Engineering, QA, Architecture, Business, and Operations stakeholders to deliver scalable, value-driven solutions.
The ideal candidate will excel at stakeholder management, Agile product delivery, large-scale transformation initiatives, and driving alignment across complex healthcare payer ecosystems while fostering a culture of accountability, innovation, and continuous improvement.
KEY RESPONSIBILITIES Own product strategy, roadmap execution, backlog management, user story development, prioritization, and delivery outcomes to maximize business value and support the Quote to Install product vision. Lead cross-functional collaboration across business stakeholders, engineering, architecture, design, QA, operations, and external partners to drive large-scale initiatives, manage dependencies, mitigate risks, and ensure successful product delivery.
Champion customer and business needs through data-driven decision-making, product performance analysis, operational reporting, stakeholder engagement, and continuous product improvement aligned with revenue, cost, and operational objectives.
Drive Agile product management best practices, including backlog refinement, sprint planning, acceptance criteria definition, release planning, change management, user adoption, training, and delivery execution. Ensure compliance with security, regulatory, governance, and risk management standards while coaching teams, promoting accountability, and optimizing delivery processes to improve scalability, efficiency, and product health.
REQUIRED QUALIFICATIONS 7+ years of experience as a Technical Product Owner, Technical Product Manager, or within an engineering discipline focused on building and delivering technical products, platforms, or services. 7+ years of experience leading and/or collaborating with Agile product teams, including product strategy, product delivery, backlog management, user story creation, prioritization, and stakeholder management. 7+ years of experience supporting large-scale technology modernization, transformation, or enterprise product initiatives in a technical capacity. 5+ years of technical experience in software development, solution architecture, emerging technologies, and Agile lifecycle management tools such as Jira or similar platforms. 3+ years of experience within the healthcare payer industry, including experience supporting Quote to Install capabilities such as quoting, underwriting, account installation, plan implementation, operational reporting, or related payer back-office functions.
PREFERRED QUALIFICATIONS Ability to drive alignment and influence cross-functional stakeholders in complex, fast-paced, and highly ambiguous environments. Experience with healthcare payer plan administration and implementation functions, including quoting, underwriting, account installation, operational reporting, and related business operations.
Experience leading product transformation, modernization, or enterprise-scale initiatives with strong decision-making, organizational, negotiation, analytical, and people leadership skills. Demonstrated ability to leverage data-driven decision-making, quantitative analysis, business metrics, and financial outcomes to influence product strategy and delivery priorities.
General understanding of software engineering, cloud technologies, AI/ML concepts, and Agile and/or Product Owner certifications. EDUCATION Bachelor’s degree from accredited university or equivalent work experience (HS diploma + 4 years relevant experience).

Pay Range The typical pay range for this role is: $130,295.00 - $260,590.00 This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls.
The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above.
