Apps Development Sr Manager

The Applications Development Senior Manager is a senior-level position responsible for the design, delivery, and operational governance of enterprise-scale data engineering and ETL platforms in a global financial services environment. The role drives the full lifecycle of multi-hop financial data archival pipelines — from source extraction through to cloud data warehouse delivery — while ensuring data quality, regulatory compliance, and continuous platform innovation through AI-assisted tooling.

Responsibilities Lead end-to-end ETL pipeline development and operations across multiple regional environments, covering source extraction from large-scale Oracle relational databases, intermediate staging on high-capacity SAN storage, file delivery to cloud object stores (AWS S3), and loading into cloud data warehouses (Snowflake) and Oracle-as-a-Service (OraAS) targets Design and maintain Ab Initio-based data processing workflows , including authoring and reviewing graph files (.mp), plan files (.plan), parameter set configurations, and DBC connection definitions across multi-regional PROD and COB Ab Initio Control Center environments (EMEA, NAM, LATAM, APAC) Own and govern multi-tier data reconciliation frameworks — including count-level, balance-level, and MD5 hash-based row-level validation — across every hop of the pipeline (source DB → S3 → cloud warehouse), producing structured recon output files and maintaining audit log tables for traceability Manage data retention and partition lifecycle in accordance with regulatory archival policies (Tier-1 and Tier-2 retention tiers), including scheduling and monitoring automated monthly partition-drop processes across Oracle CRM and Oracle-as-a-Service instances globally Implement and enforce cross-border data compliance controls , including integration with enterprise cross-border data clearance services (CBAT/CBDC) to gate data movement into cloud data warehouses, ensuring country-level Legal Vehicle data is only promoted to approved destinations Drive automation and operational efficiency by developing Python-based tooling: Flask microservices, standalone dashboards (Oracle health, Linux server health, SFTP config, performance analysis), productivity tracking utilities, VDI usage reporters, and file audit/change history frameworks Innovate with AI and Model Context Protocol (MCP) — design and deploy MCP servers that parse complex ETL graph metadata and expose lineage, field mappings, and impact analysis as AI-callable tools for integration with GitHub Copilot and LLM-based assistants, achieving significant token reduction versus raw graph ingestion; present AI innovation work to internal data engineering communities Build and maintain internal engineering tooling ecosystem , including incident report generators linked to scheduling system metadata, Confluence documentation bots, graph lineage visualizers, and Jira dashboard integrations — all serving as force multipliers for the team Manage Ab Initio FBB (Framework Building Blocks) sandbox environments , coordinating code check-ins and project imports across multiple sub-projects (common frameworks, Oracle connectors, utility libraries, destructive load / roll forward modules) Monitor and triage production job health across a distributed infrastructure of 15+ Linux ETL servers spanning 4 regions, responding to incidents, producing structured incident reports, and driving root-cause analysis with cross-functional technology teams Develop and maintain technical documentation and runbooks in Confluence covering pipeline architecture, reconciliation procedures, server details, housekeeping jobs, data recovery steps, and validation query libraries Apply sound risk judgment in all technology decisions, ensuring adherence to data governance policies, escalating control issues with transparency, and safeguarding data integrity across all regional financial data stores Recommended Qualifications 6-10 years of experience in data engineering, ETL development, or applications development in the Financial Services industry Deep expertise in Ab Initio — graph development, plan file authoring, Co>Op paradigm, MVM server configuration, Control Center scheduling, and FBB framework management Proficiency in SQL across multiple relational and columnar platforms: Oracle, Netezza, and Snowflake Strong Python scripting skills — Flask web services, file system automation, HTML report generation, Oracle/ODBC connectivity, and process orchestration Hands-on experience with cloud data platforms , including AWS S3 (file-based ingestion patterns) and Snowflake (schema management, data loading, data masking) Experience designing and operating multi-tier data reconciliation processes — count, balance, and hash-based validation — within enterprise financial data pipelines Knowledge of regulatory data retention and archival frameworks in a financial institution context, including partitioned data management strategies on Oracle Experience with Linux/KSH shell scripting and administering workloads across distributed Unix server environments Familiarity with AI/ML developer tooling , including MCP (Model Context Protocol), LLM integration patterns, and GitHub Copilot — with demonstrated ability to apply these to engineering productivity and operational workflows Strong stakeholder communication and documentation skills — able to produce structured runbooks, incident reports, and Confluence-based technical documentation for both technical and business audiences Demonstrated leadership and people management — driving delivery across global teams, managing resource allocation, conducting performance evaluations, and building accountability frameworks ------------------------------------------------------ Job Family Group: Technology ------------------------------------------------------ Job Family: Applications Development ------------------------------------------------------ Time Type: Full time ------------------------------------------------------ Primary Location: Tampa Florida United States ------------------------------------------------------ Primary Location Full Time Salary Range: $113,840.00 - $170,760.00 In addition to salary, Citi’s offerings may also include, for eligible employees, discretionary and formulaic incentive and retention awards.
