Director, Legislative Affairs

At KBR, We Deliver.™ KBR is seeking a highly motivated and strategically focused Director, Legislative Affairs to lead the company’s congressional engagement efforts and advance legislative priorities that support business growth across defense, intelligence, homeland security, space, and federal civilian markets.
Reporting to the Vice President, Government Relations and Executive Branch Affairs, this role serves as a primary KBR liaison to Capitol Hill, building relationships with Members of Congress, congressional staff, and key committees, while leveraging deep knowledge of legislative processes, federal budgeting, and appropriations to support strategic objectives and strengthen KBR’s position as a trusted government partner.
Key Responsibilities Leverage an established congressional network, as well as KBR's Washington Operations relationships, to advocate for KBR priorities across national security, intelligence, defense, readiness and sustainment, logistics , space, homeland security, and federal civilian sectors.
Build, strengthen, and maintain bipartisan relationships with Members of Congress, congressional staff, and key committees responsible for defense, intelligence, national security, appropriations, NASA, NOAA, homeland security, and related matters.
Represent KBR before Members of Congress, congressional staff, and committee staff to advance the company's legislative priorities, business interests, and brand. Develop and execute legislative engagement strategies that support KBR's growth objectives and align with established government relations goals and metrics.
Monitor, analyze, and report on congressional activity, legislation, authorizations, appropriations, and policy developments that may impact KBR's business, customers, and strategic priorities. Conduct analysis of legislative initiatives, policy proposals, and broader budgetary trends, assessing implications for company operations, strategic planning, and growth opportunities.
Partner closely with business leaders, program managers, and business development teams to identify opportunities where congressional engagement and advocacy can support programs and customer missions. Communicate regularly with company leadership regarding legislative activities, congressional engagement efforts, funding priorities, and emerging opportunities or risks.
Coordinate with Executive Branch Affairs colleagues to ensure alignment of legislative and executive branch engagement strategies and messaging. Support the development of briefing materials, congressional correspondence, presentations, and other advocacy-related communications.
Maximize the effectiveness of industry associations, trade organizations, consultants, suppliers, and strategic partners in advancing KBR's legislative priorities. Attend congressional hearings, conferences, meetings, and industry events to support relationship-building efforts and maintain awareness of relevant policy developments.
Plan and support visits by KBR leaders to Capitol Hill and facilitate Congressional visits to KBR facilities and program locations. Support KBR Political Action Committee (PAC) activities and compliance efforts, including participation in PAC-sponsored events as appropriate .
Ensure all government relations activities are conducted in compliance with applicable lobbying, ethics, and reporting requirements. Basic Qualifications Education & Experience Bachelor's degree in Political Science , Public Policy, Government, Communications, Business, or a related field. 8-10 years of experience in legislative affairs, government relations, congressional affairs, public policy, or related fields.
U.S. Citizen with an active Secret security clearance or higher. Experience working with Congress on defense, intelligence, homeland security, federal civilian, space, NASA, NOAA, State Department, or related national security issues. Demonstrated experience supporting authorization and appropriations matters within the U.S.
Congress. Experience working for or with federal agencies, congressional offices, defense contractors, trade associations, or similar organizations. Legislative Affairs & Government Relations Expertise Strong knowledge of congressional processes, legislative procedures, and the federal budget, authorization, and appropriations cycles.
Demonstrated ability to develop and execute government affairs and legislative engagement strategies that support business objectives . Proven ability to build, maintain , and leverage relationships with Members of Congress, congressional staff, committee staff, and other government stakeholders.
Strong understanding of the federal government services environment, including defense, intelligence, homeland security, and space-related priorities. Experience analyzing legislation, policy proposals, appropriations measures, and budgetary trends, and translating their business impacts into actionable recommendations.
Demonstrated ability to effectively influence and communicate with senior government officials, Members of Congress, congressional staff, and corporate executives. Excellent written, verbal, presentation, and interpersonal communication skills, with the ability to communicate complex issues clearly and persuasively.
Proven ability to manage multiple internal and external stakeholders while maintaining alignment, transparency, and accountability. Strong analytical, critical thinking, and problem-solving skills, with the ability to operate effectively in a dynamic and fast-paced environment.
Demonstrated ability to work independently, exercise sound judgment, and manage multiple priorities with minimal supervision. Strong collaboration skills and a proven ability to work effectively across business functions and within cross-functional teams.
High level of professionalism, integrity, discretion, and commitment to ethical conduct. Additional Compensation: KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels, per internal policy or contractual designation.
