Position Summary The Managing Senior Legal Counsel – Board of Pharmacy Enforcement will lead and manage a nationwide portfolio of pharmacy regulatory enforcement matters involving Boards of Pharmacy, Attorneys General, Departments of Health, and other regulatory agencies.

This role will provide strategic legal advice on investigations, citations, fines, disciplinary actions, settlement agreements, license disclosures, and related regulatory matters. The attorney will serve as a key legal advisor to pharmacy operations, compliance, licensing, regulatory affairs, and senior business leaders, helping the company assess regulatory risk, respond to enforcement matters, and develop strategies that support compliant pharmacy operations.

The role also includes oversight of attorneys, paralegals, outside counsel, matter budgets, case strategy, and enforcement-related processes. This is a highly visible role requiring strong judgment, regulatory experience, leadership skills, and the ability to build constructive relationships with regulators and government counsel across multiple jurisdictions.

Excel in a fast-paced environment, effectively managing competing priorities, high-profile matters, and a substantial portfolio of enforcement cases. Communicate clearly and persuasively, with exceptional written, verbal, negotiation, and relationship-building skills.

Build trusted partnerships with business leaders, regulators, government counsel, and cross-functional stakeholders to drive successful outcomes. Lead and develop legal teams, outside counsel, and other resources while fostering collaboration, accountability, and operational excellence.

Exercise sound judgment when managing sensitive investigations, enforcement actions, and regulatory engagements involving significant legal and business risk. Anticipate emerging regulatory trends and risks and translate complex legal requirements into practical, actionable guidance for the business.

Major Responsibilities: Lead and manage a nationwide portfolio of Board of Pharmacy and other regulatory enforcement matters, including investigations, citations, fines, disciplinary proceedings, administrative hearings, settlements, consent orders, license disclosures, and post-resolution compliance obligations.

Develop and execute legal strategy for enforcement matters, including factual investigation, risk assessment, case preparation, settlement negotiations, regulatory advocacy, and appearances before Boards of Pharmacy and other regulatory agencies.

Serve as a trusted legal advisor to pharmacy operations, compliance, licensing, regulatory affairs, field leadership, and senior business stakeholders regarding enforcement risk, regulatory investigations, inspections, audits, and risk mitigation strategies.

Interpret and apply federal and state pharmacy laws, Board guidance, administrative procedures, and enforcement trends to provide practical, business-oriented legal advice across multiple jurisdictions. Direct, supervise, and mentor attorneys, paralegals, and other legal professionals supporting the Board of Pharmacy enforcement function, including oversight of work product, matter prioritization, case management, and operational effectiveness.

Retain, manage, and oversee outside counsel, including selection, case strategy alignment, work product review, budget management, invoice review, forecasting, and legal spend oversight. Build and maintain productive working relationships with Boards of Pharmacy, Board counsel, Attorneys General, regulatory staff, and other government stakeholders to support effective and constructive resolution of regulatory matters.

Partner with legal and business leadership to identify enforcement trends, recommend risk mitigation strategies, support settlement compliance, and improve processes for managing regulatory matters across the enterprise. Required Qualifications 8+ years of legal experience, including significant experience in pharmacy, healthcare, regulatory enforcement, litigation, administrative law, or another highly regulated industry.

Experience managing regulatory investigations, enforcement actions, disciplinary proceedings, administrative hearings, settlement negotiations, or government agency matters. Strong understanding of pharmacy or healthcare regulatory frameworks, state administrative processes, and regulatory enforcement procedures.

Demonstrated ability to manage a high-volume, multi-jurisdictional caseload involving complex and sensitive legal and business issues. Experience supervising or providing direction to attorneys, paralegals, outside counsel, or other legal professionals.

Experience managing outside counsel, legal strategy, matter budgets, legal spend, and related case operations. Excellent judgment, communication, writing, negotiation, analytical, and problem-solving skills. Ability to work collaboratively with business clients, field leaders, operations, compliance, licensing, regulators, government counsel, and senior leadership.

Ability to travel as per business demands. Preferred Qualifications Experience representing clients before Boards of Pharmacy, healthcare regulatory agencies, Attorneys General, or other governmental bodies. Litigation, administrative hearing, or enforcement defense experience.

Experience advising on pharmacy license renewals, disciplinary disclosures, corrective action plans, consent orders, or stipulated settlements. Demonstrated ability to identify regulatory trends and develop enterprise-level strategies to reduce enforcement risk.

Education Juris Doctor from an ABA-accredited law school and active bar admission in good standing. Pay Range The typical pay range for this role is: $175,100.00 - $334,750.00 This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls.

The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above.
