The Technical Area Lead (TAL) serves as the Integrated Mission Operations Contract III (IMOC III) first-level manager assigned to the Johnson Space Center’s (JSC’s) International Space Station (ISS) Program management team supporting the OD Avionics & Software Office.

This position is responsible for Avionics & Software Office technical services on IMOC III supporting training, operations, and development for ISS. Additional work supporting Private Astronaut Missions and related services will also be supported.

The majority of the TAL’s focus will be on day-to-day supervisory duties, overseeing personnel activities, interfacing with the NASA customer, and the IMOC III Department Manager (DM). The TAL will devote a lesser portion of his/her time to being directly engaged in technical matters relating to systems within branches of the OD Avionics & Software Office.

Additionally, some of the TAL time might be devoted to project management for Avionics Systems & Computer Resources. IMOC III supports OD Avionics & Software Office in the following branches: Avionics Systems & Computer Resources Software Development and Integration Laboratory (SDIL) Integration & Testing United States Deorbit Vehicle (USDV) & ISS De-Orbit Integration Vehicle & Payloads PRIMARY RESPONSIBILITIES : Lead, manage, and supervise the technical teams supporting OD employees on the IMOC III contract.

Develop and maintain successful professional relationships with customers, stakeholders, peers, and direct reports. Manage budget, staffing, and personnel performance to ensure all task order requirements are successfully met. Report on contract budget and employee performance status to OD management and IMOC III DM on a regular basis.

Manage the allocation of IMOC III resources to the various projects authorized by NASA OD management. Serve as a member of the Jira (SSC change management system) planning team – assigning work items to individual staff members and reviewing/approving work items in conjunction with OD Avionics Systems & Computer Resources personnel.

Implement process improvements that benefit the customer and IMOC III. Maintain an effective working relationship with other flight control disciplines, as well as their management to ensure smooth operations and synergy with common schedules and products.

EXPERIENCE : Firm understanding of the ISS Program’s overall mission and associated Plan/Train/Fly concepts. In-depth understanding of the functions within the OD department is strongly desired. Knowledge relating to NASA’s software development processes and related boards and panels.

Proven experience as a capable contributor to technical tasks and the ability to support assignments associated with IMOC III or similar contract task orders. Strong interpersonal and customer relations skills. Demonstrated leadership skills and the ability to effectively communicate with peers and direct reports in a very dynamic, fast-paced organization.

Ability to tactfully handle personnel issues. Experience recruiting and interviewing. Strong organizational skills and the ability to maintain multiple assignments concurrently. QUALIFICATIONS/SKILLS : Experience with Software Engineering processes and procedures Experience with IT Project Management concepts and tools Experience working with the Flight Operations Directorate (FOD) management team with knowledge of Exploration, Commercial Crew, Gateway, and ISS operations preferred.

Requires Bachelor's degree and 5+ years related experience. NOTE: OD work will continue into NASA Fiscal Year 27 as part of IMOC III or the Human Health and Performance Contract 2 (HHPC 2). The successful applicant will transition into OD and assume TAL responsibilities upon the current TAL’s planned retirement.
