Position Summary Omnicare is a leading provider of pharmacy services to long-term care facilities nationwide, supporting skilled nursing facilities, assisted living communities, and other institutional care settings.
As we transition to an independent, standalone organization, we are building and strengthening internal capabilities to support our approximately 6,000 colleagues and multi-state operations. The Payroll Manager is responsible for the governance, accuracy, and end-to-end execution of payroll operations.
This role ensures payroll is processed in a timely, compliant, and controlled manner, with strong oversight of payroll cycles, data validation, and third-party provider performance. The Payroll Manager plays a critical role in risk mitigation through audit, reconciliation, and issue resolution, while maintaining high standards for service delivery and employee trust.
Key Responsibilities Payroll Governance & Cycle Management Own and manage the payroll calendar, ensuring adherence to established timelines, milestones, and deliverables. Establish and enforce payroll cycle governance, including clear controls, checkpoints, and accountability across stakeholders.
Ensure consistent execution of payroll processes in alignment with company policies and regulatory requirements. Data Validation & Pre-Payroll Controls Oversee pre-payroll data validation processes to ensure accuracy and completeness of employee data prior to payroll processing.
Identify and resolve data discrepancies proactively, partnering with HR, HRIS, and Finance teams as needed. Maintain strong controls to minimize payroll errors and downstream impacts. Exception Management & Resolution Lead the identification, tracking, and resolution of payroll exceptions, ensuring timely and accurate outcomes.
Develop standardized processes for exception handling, escalation, and root cause analysis. Partner with internal teams and vendors to resolve complex payroll issues. Vendor & SLA Management Manage relationships with payroll providers and third-party administrators, ensuring adherence to service level agreements (SLAs).
Monitor provider performance, address service gaps, and drive continuous improvement. Serve as the primary point of accountability for payroll vendor delivery and issue resolution. Garnishments & COBRA Oversight Oversee administration of wage garnishments, ensuring compliance with federal, state, and local regulations.
Provide oversight for COBRA-related payroll impacts, ensuring accurate deductions and alignment with benefits administration. Ensure appropriate controls and documentation are in place for sensitive payroll transactions. Audit, Reconciliation & Compliance Lead payroll audit and reconciliation processes, ensuring accuracy and completeness prior to final sign-off.
Approve payroll processing through formal sign-off procedures, ensuring all controls have been met. Maintain audit-ready documentation and support internal and external audit requirements. Ensure compliance with all applicable wage and hour laws, tax regulations, and company policies.
Off-Cycle Payroll Management Oversee off-cycle payroll processes, ensuring accuracy, proper approvals, and documentation. Establish clear governance for off-cycle payments to minimize risk and ensure consistency. Monitor trends in off-cycle activity to identify process improvement opportunities.
Core Competencies Operational Control & Governance: Establishes disciplined processes and strong payroll controls. Accuracy & Risk Management: Maintains near-zero tolerance for errors and ensures compliance. Problem Solving: Ability to manage complex payroll issues and drive timely resolution.
Vendor Management: Effectively holds providers accountable to performance expectations. Attention to Detail: Ensures data validation, reconciliation, and audit readiness. Collaboration: Partners cross-functionally with HR, Finance, HRIS, and external vendors.
Minimum Qualifications 5–8+ years of payroll experience, including prior leadership or management responsibility. Experience managing payroll in a multi-state, high-volume environment (healthcare or LTC strongly preferred). Strong knowledge of payroll regulations, tax requirements, garnishments, and compliance standards.
Experience managing third-party payroll providers and SLAs. Education Bachelor’s degree in Accounting, Finance, Human Resources, or related field (or equivalent experience). Anticipated Weekly Hours 40 Time Type Full time Pay Range The typical pay range for this role is: $60,300.00 - $145,860.00 This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls.
The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above.
